I think the clipping sealed bottom of deck and significantly reduced amount rust during storage. The mower is missing the plastic button that was on end of original throttle lever. All parts on mower are original, except for my replacement throttle cable. I recently removed it from storage and was able to start with an oil change some gas, on the third pull.

Mower was rarely used and has been in storage, unused for over 30 years. Vintage 1977 Kmart model KM-1000 3 HP Briggs Stratton powered Lawn Mower made by Sunbeam Outdoor Corp. It has a large buildup of grass clippings on the bottom deck, which I did not remove when put it into storage. I still have the original cable that can be used to determine correct length .

The throttle cable broke a long time ago. It apparently fell off at some point. Mower has always been kept in a garage. I replaced it long ago with a spare cable had that works, but is not the same length as original.
