I have the same problem with mine but I wear hearing protection so it doesn't bother me. I put fresh gas and stabilizer. The recoil starter makes somewhat of an annoying jingling sound while mowing.
Recoil starters can usually be had for about 10 shipped on, and you can take it apart and possibly recoil the wire spring to see if that fixes it. I might be passing though your area anyway and can delivery free depending on location, or for an extra charge of gas if out of the way. Bolt b the threads were stripped but I cross threaded it with a bigger bolt and it holds good.
I might be passing through your area and can deliver free obviously means somewhat locally. You can drill new holes and bolt it stationary and higher if you want. You can skip one or two fertilizing per year if mulching grass clippings good nitrogen. Model starts on 2nd pull, runs excellent.
It should hold up fine but you can also re do the threads with a threading tool or use self taping screws. 1 of the 4 bolts that holds the blower housing isn't secure but I doubt when you pull the start cord, the blower housing would pull off or anything like that.
Tip it carb air filter side up disconnect spark plug boot for safety after mowing and give a quick wash with the hose and you'll have no problem with the deck lasting. The previous owner stripped the threads where the blower housing bolts onto the engine. No bag but the gator blade makes it look like it was bagged anyway. There's no smoke or anything wrong with the engine.
Where bolt a screws into the engine it is cracked at a threaded tab of metal that extends off the engine, not an internal crack. The personal pace propel works great. This blade will also mulch up leave amazingly good phosphorous.
Just changed the 10w 30 oil as shown in the photo. The recoil starter spring that the pull cord winds up in doesn't pull very well. The handle bar is a bit low and has some upward downward play but that's the same with every i've used. Everything accurately described.
Fits in most trunks with handles folded. Has a gator mulching blade that was just sharpened.
Under the deck was a little rusty as usual so I sprayed with rust reformer since I have cases of it, no holes or anything bad though. Bolts tight but the head is cracked off but it can be unscrewed with a pair of pliers if need to remove the blower housing. Since you're mulching and not bagging, you'll only have to pull it to start once instead of restarting it after emptying the bag every time though.
I don't know how much clearer I can make it. Bolt c is cross threaded also but tight. Price is 80 firm, cash at exchange only, overall a good deal for a Toro personal pace.
